The previous owner couldn’t fix this C64: Can I?

Here’s a sad C64 motherboard as seen on a recent Turbo Mail Call episode. Someone had previously damaged this motherboard by yanking out three chips. This sent the previous owner on a journey trying to fix this board, which resulted in almost all of the chips being socketed and swapped out. Nothing worked, so can I get it working?
