Herschel H. Loomis, Jr. is an electrical engineer, educator, and retired U.S. Naval Reserve captain whose career has spanned more than six decades in academia, national security, and space systems. After earning degrees from Cornell University, the University of Maryland, and the Massachusetts Institute of Technology, he served as an engineer with the National Security Agency before joining the University of California, Davis, where he rose to the rank of professor and department chair. In 1981, he joined the Naval Postgraduate School, where he later chaired the Department of Electrical and Computer Engineering, was named Distinguished Professor in 2010, and retired as Distinguished Professor Emeritus in 2017. His research has encompassed digital computer design, high-performance computer architectures, signal processing, space systems, and ocean surveillance.
